Duties and powers of officers

For administrative control, implementation of Departmental programs and schemes and fulfillment of targets, the powers and responsibilities of officers and employees at different levels are as follows :

Functions and responsibilities of Director, Fisheries

  1. Solely responsible for the overall development of Fisheries in the State.
  2. Implementation and evaluation of the development and welfare schemes being operated by State Government and the Government of India.
  3. To make long term plans for development of Fisheries in the State.
  4. Presentation of progress of the Plans for the fisheries to the Government.
  5. To make prevalent to new technique, methods and technology of Fisheries in the State.
  6. Administrative control on officers and employees of the department and job and targets allocation to them and to work accordingly.
  7. Responsible to set District Wise financial and physical targets for fish culture, fish seed production, training and other projects and target achievements.

Functions and responsibilities of the Joint Director, Fisheries

  1. They will be responsible for the operation of various development and welfare schemes implemented by the State Government and implement the plans of fisheries in the districts with the cooperation of other departments.
  2. To survey for the plans of fisheries and to make action plan and to obtain administrative approval and financial allotment for the same, so that the overall development of the fisheries will be possible.
  3. Evaluation of ongoing departmental plans and to inform to superior authorities about the same and to make area specific plans for the district.
  4. To keep all information on fisheries resources such as puddle, pond, reservoirs, rivers and broomsticks in the District and to register the same information.
  5. To assess the requirement of fish seed of the District and to make effective arrangements of production, cultivation and distribution for its fulfillment at local level, so that the continuous development of fisheries in the water resources of the District will be possible.

Functions and responsibilities of the Deputy Director, Fisheries

  1. They will be responsible for the operation of various development and welfare schemes implemented by the State Government and implement the plans of fisheries in the districts with the cooperation of other departments.

Functions and responsibilities of the Assistant Director, Fisheries

  1. To collect the information on ponds and reservoirs transferred on lease to Panchayat Raj Institute and the data collection of fish seed accumulation, production and income.
  2. To control the entry of harmful fishes in the district, to discourage its seed production, rearing and distribution and to give the information on losses caused by these to fishermen and fish farmers.
  3. To work promptly to provide ponds and reservoirs which have been transferred to Panchayat raj institution, to local fishing cooperatives on lease. To take action, in the cases where the Panchayat institutes do not do the proceedings to lease out the ponds and reservoirs due to some reason, after bringing the case in the notice of higher authorities.
  4. They will solely be responsible for fish seed production, fish production, fishermen training and Cent percent achievement of the targets fixed in other items
  5. They will solely be responsible for area wise achievement of physical and financial targets of subordinate staff.

Functions and responsibilities of the Assistant Fisheries Officer

  1. Fully responsible for fisheries development in Government and private sector, under their jurisdiction.
  2. District officer will work under the direct control of Fisheries.
  3. He will make periodic program for continuous fish production from the ponds, reservoirs and rivers located in his jurisdiction and will work accordingly.
  4. Will make planning for fish seed production, promotion and distribution in Government and private sector and will do the proceedings after obtaining the approval from controlling authority.
  5. Will provide the proper business by Setting up the territory on water area basis for fisheries cooperatives in his jurisdiction.
  6. Will provide the information on policies and instructions made by State Government and Fisheries Department to the fishermen, fish farmers and private producers of the area.
  7. He will do survey and the time to time inspection the water resources of his jurisdiction and will ensure that any of the water area will no longer be deprived of fish farming.

Functions and responsibilities of the Fisheries Inspector

  1. They will remain under the direct control of their senior officials and fully liable to perform their duties. They will be responsible for continuous development of available water resources and successful implementation of departmental schemes by staying present in their jurisdiction. He will keep administrative and technical control on fisheries Jamadar and Watchman who have been given under his control.
  2. They will survey all the available water resources of their jurisdiction, registering them and will send their development proposals to their senior officials.
  3. They will prepare a list of Fishermen related to fisheries and fish farmers of their jurisdiction and update it from time to time and will provide them information on new techniques and technology and will also nominate them to participate in various training program.
  4. They will provide technical advice on fish seed production and fish production in their jurisdiction and will inspire the people to make to fish farming popular and useful for public.
  5. They will provide advice to people of Gram Sabha to take Panchayat's pond on lease according to the departmental rules.

Functions and responsibilities of the Investigator

  1. He will do the physical survey of the fishery resources of the State by exploring them in all over the State and will submit the report on collected data to the Assistant statistical officer.
  2. He will collect the data of fish seed production from various sources and will submit it to competent authority.
  3. he will fully coordinate with the department to prepare the article journal on activities of the department.

Functions and responsibilities of the Pond region watchman

  1. He will remain appointed at pond reservoir and fish farm and perform his duties as per the instructions of his controlling officer and he will solely liable to his controlling officer.
  2. He will solely be responsible for security and protection of fish resources available in ponds, reservoirs, puddle and fish farm i.e. fish seed, fish breeder kept in fish farm and fish stocks in ponds.
  3. He will put foods, supplements, fertilizers and drugs into the breeder ponds, promotional ponds and nutritional ponds according to the instructions.
  4. He will take care of government's materials and the materials related to fish seed distribution available at the pond and fish farm.

Functions and responsibilities of the Fisheries Jamadar

He will remain in control of officer-in-charge Assistant fisheries Inspector, and will carry out the liabilities assigned by them in which the fish conservation and controlling on fish tapping is included. He will completely be responsible for maintenance of fish breeder, fish seeds in fish farms and to put foods, fertilizers, chemicals and drugs into the fish ponds and protection of fish resources. he will also be responsible for fish seed production at ponds and fish farms, eggs collection, seed conditioning, seed packaging, seed transportation and their collection.
